¶ Walkthrough
- Speak to Salvador on HQ Radio.
- (Optional) Assist the Factions you've met to gain alliances and defeat the Gunners permanently.
- Meet with the representatives (envoys) from the Factions at HQ.
- For Factions to be willing to make an alliance, you need to complete their Faction quests.
- Some may have conditions for you to accept before they agree to make an alliance with you.
- The HQ Radio Guy will contact you when a representative (envoy) from a Faction is ready to meet with you.
- Meet with the Envoy(s) in the meeting room.
