- Follow Lydia.
- Talk to Mr. Glatton. Learn more about the New Liberty Trading Company and Mr. Glatton through dialogue options. Offer to help.
- Talk To Lydia. Lydia offers you a contract to secure the Custom House Tower as the NLTC office.
a. You can bargain for more caps if your Charisma is high.
b. You may also flirt with Lydia if you wish. - Talk to Allison Gale.
- Clear out the super mutants in the Custom House Tower.
- Talk To Allison Gale.
- Return to Lydia. Learn more about NLTC operations through dialogue options. She will offer you a contract to negotiate an agreement with Diamond City.
a. If you have high Charisma, you'll be able to negotiate with her for more caps. - She'll ask you to talk to Allison.

- For games that began before installing Chapter 3, the NLTC quest line will be available after meeting Lydia Proudmore and completed, New Connections and when Theresa has been assigned as Administration Department Head in How to HQ. To begin, read a Note from Lydia found in one of the Inboxes at HQ.
- for games that you begin with all of the Chapters installed, if you have assigned Theresa as Administration Department Head at Headquartters and completed the Nightingales quest, New Connections, this quest will begin immediately without having read the Note.
