d. All right - To take advantage of the Charlotte's Services, you'll need to establish a Cpaital City:
a. No, I'll Establish It Later
b. Yes, Let Me Choose
(It is recommended to pick your Capital City at this time.) - The quest will complete when you exit the Supplier Safehouse.
