- He wants to build a library and asks you to bring overdue books to him for 50 caps/book.
- Bring him 5 overdue books.
- He will join the settlement you select for him.

- Charles Baker is a Unique Settler
- Completion of his quest unlocks a new building plan skin "Charles Baker's Raised Shack for the 2x2 Residential building plan Raised Shack, and a new Recreation plot for Intelligence training, Baker's Library
- Once he has settled (has a home and a job), you can return to him with 5 Overdue books and he will pay you 50 caps/book.
